A running A/C can still have an airflow, control, heat-transfer, drainage, or equipment problem, but those categories can produce similar symptoms and the cause cannot be confirmed remotely.
What “running but not cooling” can mean
Cooling depends on moving indoor air through the system, transferring heat outdoors, controlling the cooling cycle, and managing moisture. A dirty filter, an incorrect thermostat setting, a drainage issue, an electrical-control fault, a refrigerant fault, or another equipment fault can interfere with that process.

Safety boundary: Stop after these observations. Do not remove panels, touch wiring, add or release refrigerant, use chemicals in a drain, clear an internal drain, or attempt to diagnose internal components. Refrigerant work and work involving high voltage belong to properly qualified technicians.
